Master checklist — Phase 0–1 execution (East Tennessee two-site)

Purpose

Single priority-ordered list covering land intelligence, infrastructure recon, first business experiments, first telemetry experiments, and labor/workflow tests. Reduces hopping between pages; detailed copy-paste rows remain on Pilot and recon checklists.

Week-by-week operator view (T0+90d): First 90 days — operator packet (East Tennessee two-site) — weeks 1–12 priorities and checkpoints alongside this checklist.

How to use
